President and CEO
Michael Evans, President/CEO and founder of GEM Technologies, Inc., has over 30 years of engineering and management experience with the U.S. Department of Energy (DOE), their prime contractors, and nuclear power plant utilities. His personal expertise includes radioactive waste processing and immobilization, decontamination and decommissioning (D&D) methodologies and costs, and licensing and regulatory support for nuclear plant systems. Under his leadership, GEM Technologies has been recognized nationally by the National Nuclear Security Administration (NNSA) and the National Safety Council, and recognized locally as a “Top Workplace” in 2019.
Michael graduated from the University of Maryland with a bachelor’s degree in Nuclear Engineering and a minor in Chemical Engineering in 1974 and earned a master’s degree in Nuclear Engineering in 1978. In September 1994, Michael founded GEM Technologies, Inc. to expand on the services he provided to DOE in the Oak Ridge, TN area. He supervised and managed the company’s daily operations, establishing company objectives, interfacing with clients, and providing management and oversight of projects. Under his leadership, GEM’s capabilities and experience have grown from providing Technical and Engineering support to include construction, demolition, environmental services and facility operations and maintenance. Michael is skilled in boxing and fencing and enjoys traveling with his wife and children in his spare time.

Chief Financial Officer
Ben Jerrell, CPA, is the Chief Financial Officer with GEM Technologies and is based in Knoxville, Tennessee. Ben’s areas of expertise include strategic business planning, financial reporting, competitive pricing models, taxes, cost accounting, and financial and operational improvements. Ben is an expert in job costing systems, general ledger design, internal control development, and accurate financial statement presentation. His ability to motivate and encourage others has contributed to the development of highly efficient and productive business operations. As such, Mr. Jerrell has personally managed many of GEM’s programs with the Department of Energy and Department of Defense, and is dedicated to partnering with our clients and stakeholders to ensure that GEM is meeting or exceeding expectations with every milestone of our contracts.
Ben has over 24 years of experience in the financial and business management industry, including over thirteen years with GEM Technologies. He earned a bachelor’s degree in Accounting & Business Administration from Eastern New Mexico University and is a Certified Public Accountant (CPA). In his spare time, Ben loves to travel with his wife, spend time with his grandson, and maximize his Pilot points for free iced tea.

Ryan is responsible for leading strategic planning and resource allocation to achieve customer goals, overseeing environmental and technical services divisions to ensure quality control of all services and deliverables, and maintaining client relationships. She is devoted to empowering GEM personnel to reach and exceed their potential, thereby fueling success across the company. Ryan has 20 years of experience managing business development, marketing, contracts, environmental, professional and technical services, including 18 years for Department of Energy sites. Under her leadership, GEM was recognized as a “Top Workplace” by the Knoxville News Sentinel in 2019 and as the “Y-12 Small Business of the Year” in 2016.
Ryan is actively involved in the Oak Ridge community, serving on the Board of Directors for the Oak Ridge Public Schools Education Foundation as the Chairman of the Resource Development Committee, Board of Directors for the East Tennessee Economic Council, Board of Directors for the United Way of Anderson County, and the Board of Directors for Community Reuse Organization of East Tennessee. Ryan earned a bachelor’s degree in Multinational Business Operations from the Florida State University. Ryan has a husband, two kids, and a dog and is an avid runner.

Rick Ginther
Vice President, Infrastructure & Environmental Services
Rick spearheads GEM’s Infrastructure & Environmental Services division. He is responsible for growing relationships with current and potential clients, contributing to the business development pipeline, and overseeing active contracts. He is passionate about the impact that DOE sites and work activities has on local communities and approaches all projects with the protection of personnel and the safety of the surrounding communities in mind.
Rick is a Navy veteran who has over 27 years of management experience in both the DOE and NRC regulatory environments. Rick has managed numerous DOE projects with typical budgets of $200 to $300 million annually. His previous roles have included Interface Director, EM Infrastructure Deputy Director, Project Manager, and Staff Engineer for various DOE efforts at PORTS, PGDP and INL sites. Rick is a carpenter in his spare time with a special interest in creating custom resin river tables.

Kent is responsible for leading GEM’s Construction and Demolition division. His primary responsibility is ensuring that federal and commercial projects are executed in accordance with approved work plans, procedures, specifications, schedule, and budget. He is committed to managing projects from inception to completion while implementing safety, quality, and environmental protection. Under his leadership, GEM achieved a “Perfect Record Award” from the National Safety Council in 2018, was a recipient of the “Y-12 Small Business Award” in 2018, and was recognized with an “Excellence Award” in 2019 by the National Nuclear Security Administration for his outstanding efforts in safety and performance within federal facilities.
Kent has over 30 years of experience in nuclear demolition, environmental remediation, and construction, including heavy civil, mechanical, and general maintenance for a variety of Oak Ridge and commercial contractors. He earned an Associate of Applied Science Degree in Environmental Health from Roane State Community College and a bachelor’s degree in Civil Engineering from the University of Tennessee (UT). He maintains a Tennessee Contractor License and is a certified Project Management Professional (PMP). Kent is an avid outdoorsman and UT fan.

Corporate Quality Assurance Manager
Ken is responsible for implementing the corporate Quality Assurance (QA) Program and overseeing project quality control efforts. He coordinates with projects, divisions, and departments to ensure the independent review of procedures, instructions, and design documents. He enjoys the challenge of tailoring quality management approaches to satisfy customer requirements and achieve cost efficiency.
Ken has 46 years of experience applying QA/QC program management standards in the nuclear, construction, and environmental domains. Areas of expertise include QA program manual development, QA auditing, nuclear/fossil power plant construction, natural gas liquefaction, environmental monitoring, nuclear waste processing, project risk management, and medical research laboratories. His past roles have included Senior Staff QA Engineer, Project Quality Assurance Manager, and Level I/II/III Inspector for numerous DOE and US Government sites, such as the Westinghouse Savannah River Site, APLNG Module Yard, and the Central Reference Laboratory in Tbilisi, Georgia. In his spare time, Ken enjoys shooting competitive trap and skeet.

Talent Acquisition Manager
Brian oversees GEM’s recruiting efforts and acquisition strategy for corporate staff and clients, which include the Department of Energy (DOE), National Nuclear Security Administration (NNSA), US Army Corps of Engineers (USACE), and the Naval Facilities Engineering Command (NAVFAC). He is passionate about building staff, growing business lines, and, in his words, matching “good people and good places.” His talent acquisition efforts contributed to GEM achieving the CNS Small Business of the Year title in 2016.
Brian has eight years of experience providing full lifecycle sourcing and recruiting of qualified candidates and maintaining cross-functional relationships with multiple departments and industry contacts. He holds a bachelor’s degree in Business Administration from the University of Tennessee, Knoxville and is a Society for Human Resource Management Certified Professional. He serves as a Job Club Volunteer for KnoxWorks through Cedar Springs Presbyterian Church, where he coaches individuals who are transitioning careers. Brian is a father of three and enjoys playing golf and cheering on UT athletics.

Business Development Manager
Susanna Waters holds a decade of experience in varying aspects of business development, including sales and marketing, graphic development, technical writing, management, and administration. With a Bachelor’s degree in English and formal training in writing and managing federal proposals, she has led proposals for contracts valued up to $230M and has supported capture and proposal development for billion-dollar ventures within the federal marketplace. Susanna works closely with the GEM leadership team to identify new opportunities, develop and implement capture strategies, and oversee all aspects of formal submissions, marketing opportunities, and strategic client and partner interfaces to promote the organization.
Achievements include her support role in increasing a company’s annual revenues by $72M during her three-year tenure, development of marketing initiatives spurred by new and existing business lines, and management of international proposal efforts for clients in areas such as Canada, Afghanistan, and Luxembourg. Susanna is part of the Association of Proposal Management Professionals (APMP), is actively involved in a children’s ministry for more than 70 children, and previously served on the Board of Good Neighbors of Blount County. She enthusiastically embraces adventures such as sky-diving and travelling to war zones, but cherishes time spent with her husband and three children.

Tom brings over 34 years of industrial safety experience to the GEM Technologies team and is passionate about finding

Tom Allen, CSP, OHST
Corporate ES&H Manager
Tom brings over 34 years of industrial safety experience to the GEM Technologies team and is passionate about finding innovative safety solutions to keep crews healthy and safe on the job. As the Corporate ES&H Manager, Tom prepares and submits health and safety plans before initiation of construction and D&D projects. Upon project mobilization, he remains on-site to oversee work, monitor health and safety concerns, and ensure the team performs within the parameters set forth in the approved plans.
Tom began his career as an industrial hygienist for the United States Air Force. He then worked in the asbestos and lead abatement industry before moving to East Tennessee in 1994 to begin his career with the DOE, which has included roles ranging from Site Safety and Health Officer to Subcontractor Safety Program Manager. He holds a bachelor’s degree in Organizational Management from Tusculum University and is a Certified Safety Professional and Occupational Hygiene and Safety Technologist. In his spare time, Tom enjoys practicing martial arts, jogging, and spending time with his dogs and two sons.
